Once you have the building blocks in place it will be possible to upgrade your fuel cell as and when the technology bring out more efficiant fuel cells.

Also in theory you will be able to upgrade an existing car, van or truck to a fuel cell powered vehicle. Electric powered motors will be mass produced in the next few years. Ford and Honda seem to be main front runners.
